    Startups as a driving force for private economic development

    General Secretary To Lam has recently signed and issued Resolution No. 68-NQ/TW of the Politburo on the development of the private economy. The Resolution emphasizes that in a socialist-oriented market economy, the private sector is one of the most important driving forces of the national economy. It plays a pioneering role in promoting growth, creating jobs, enhancing labor productivity and national competitiveness, driving industrialization, modernization, and restructuring the economy towards a green, circular, and sustainable model.

    Tuoi Tre Thu Do Newspaper had an interview with Mr. Dang Hong Anh, President of the Viet Nam Young Entrepreneurs Association (VYEA), about the significance of the Resolution, as well as the expectations and action directions of the young business community in this new phase.

    Boosting Confidence for Young Startups

    Reporter: Resolution No. 68 recently signed by General Secretary To Lam clearly affirms that the private sector is one of the most important driving forces of the national economy. As the leader of the Viet Nam Young Entrepreneurs community, how do you perceive the significance of this message for young startups today?

    Dang Hong Anh: First of all, the Politburo’s issuance of Resolution 68-NQ/TW on the development of the private economy is, in my opinion, a groundbreaking shift in strategic thinking about national economic development.

    For the first time, the private economic sector is affirmed as “one of the most important driving forces” of the economy. This strong affirmation of the rightful position of the private economy paves the way for synchronized policies, creating a more favorable environment than ever for the private sector to fully unleash its potential in the new phase.

    For young startups, this message carries immense meaning, boosting confidence and reinforcing the determination of young entrepreneurs to embark on innovative ventures. At the same time, Resolution 68 also places a significant responsibility on the young generation of entrepreneurs. They must take the lead and proactively bring the Resolution to life through specific, creative, and effective actions.

    Viet Nam’s young entrepreneurs are deeply aware of their mission and the role of the entrepreneurial community in this new phase. The VYEA is confident in being the pioneering force in realizing Resolution 68 with concrete and practical actions. We see this as both an honor and a call to action to build a strong private business community, contributing to the realization of the nation’s aspirations for prosperity and strength.

    Technology: The “Golden Key”

    Reporter: A key highlight of the Resolution is promoting private economic development in connection with digital transformation, the green economy, the circular economy, and innovation. In your view, what role will technology play in helping young entrepreneurs rise stronger in this new phase?

    Dang Hong Anh: Resolution 68 emphasizes that the development of the private economy must be linked with digital transformation, the green economy, the circular economy, and innovation. This demonstrates that technology will play a critical role in helping young entrepreneurs thrive in this new phase.

    Firstly, digital transformation and digital technology are the “golden keys” for businesses and entrepreneurs to improve productivity and scale up rapidly. Today, a small startup can reach customers nationwide or even internationally via digital platforms and e-commerce. By applying new technologies such as Artificial Intelligence (AI), blockchain, Internet of Things (IoT), and Big Data, young entrepreneurs can create highly competitive products and services. If they know how to leverage the power of technology, young startups can “leapfrog,” overcoming capital and experience constraints to lead the market.

    Notably, Resolution 68 also paves the way for controlled sandbox mechanisms in new fields. This is a very positive signal, enabling tech startups to boldly test breakthrough ideas without excessive concern about initial legal barriers.

    Besides digital transformation, the green and circular economy trends also open new pathways that young entrepreneurs need to pioneer. Environmental issues and climate change are global challenges but also opportunities for those applying technology to solve them. Many young Vietnamese have launched startups in renewable energy, smart agriculture, and waste recycling, showing that technology can help drive sustainable economic development. When a business applies a circular model, reduces emissions, and uses resources efficiently, it not only contributes to a greener future for the country but also enhances the competitiveness of Vietnamese brands in the global market.

    I believe that with their sensitivity and eagerness to learn, the young entrepreneur generation in Viet Nam will turn technology and innovation into key drivers that empower their businesses to grow stronger and make active contributions to the country’s economic transformation.

    A Valuable “Spiritual Dose”

    Reporter: How do you assess the psychological relief this Resolution provides to young people who may have been hesitant to start a business due to legal risks in a volatile business environment?

    Dang Hong Anh: I believe Resolution 68 reflects a strong commitment from the highest leadership to protect and promote the private economy. Among the eight core solution groups proposed by the Resolution is the continued reform of institutions and improvement of the legal system to ensure the freedom of business and fair competition for enterprises of all economic sectors. Major barriers that startups often face, such as land procedures, access to credit, and human resources, are also addressed comprehensively.

    This means that startups will operate in a more transparent, open, and safer environment. As the legal framework becomes more complete, young entrepreneurs can confidently focus on developing their business ideas without worrying about unexpected risks. It can be said that Resolution 68 has provided a precious “spiritual dose” for the startup community. From now on, young entrepreneurs know that their efforts are respected, supported, and protected by the Party and the State. This assurance will help them become more confident and courageous in starting up and innovating.

    Five Pillars to Align with Resolution 68

    Reporter: What specific actions will the VYEA take in the near future to accompany and spread the spirit of Resolution 68 to every young entrepreneur nationwide? Can we expect large-scale startup support and innovation investment programs?

    Dang Hong Anh: The VYEA currently has a network of over 19,000 members across all 63 provinces and cities, operating in all economic sectors. Member businesses generate over 40 billion USD in annual revenue, contribute more than 10% of national GDP, and create jobs for about 5 million workers. This clearly demonstrates the strength of the young entrepreneur community and is also an important resource to spread the spirit of Resolution 68 into life.

    Immediately after the Resolution was issued, VYEA quickly developed and officially launched, on May 8, 2025, an Action Program to promote the development of the private economy within the VYEA and among Viet Nam’s young entrepreneurs. This program aims to accompany members and the startup community in realizing the Resolution’s directions, focusing on five major pillars:

    First, enhancing the brand, position, and role of the VYEA and the young entrepreneur community in private economic development. Besides communication, networking, and internal trade promotion activities, VYEA also plays an advisory and policy feedback role in administrative reform and improving the business environment.

    Second, promoting the green and circular economy. VYEA is studying the establishment of a Green Young Entrepreneurs Network, encouraging clean production, sustainable consumption, and access to green finance. Environmental initiatives are encouraged through training, consulting, and connecting with international investment funds.

    Third, accelerating digital transformation and technology adoption. VYEA will support members in improving digital capabilities, building digital trade platforms, and applying AI, Big Data, blockchain, and IoT in business models to increase productivity, optimize operations, and expand markets.

    Fourth, supporting startups and developing innovative enterprises. VYEA will explore the development of startup support centers in major cities, implement acceleration programs, and connect mentors, investors, and startups. New initiatives will be facilitated with access to capital, technology, and markets from the early stages.

    Fifth, developing leading enterprises and promoting international integration. VYEA focuses on fostering large-scale enterprises led by young entrepreneurs, connecting with international business networks, organizing international trade and investment promotion programs, and gradually building global competitiveness for Viet Nam’s private economy.

    With this action program, the VYEA hopes and believes that the spirit of Resolution 68 will deeply permeate every young entrepreneur. It is also a commitment from young Vietnamese entrepreneurs to pioneer alongside the Party and the State in building a strong, transparent, and modern private economy. We aim to help shape a new generation of private enterprises with global thinking, technological mastery, readiness for integration, and a sense of national service. The Association is committed to accompanying and fully supporting every young entrepreneur to unleash their talents, realize their business dreams, and elevate Viet Nam’s private economy to new heights.

    Message to Aspiring Entrepreneurs

    Reporter: As a source of inspiration for the young entrepreneur generation, what message would you like to send to Vietnamese youth aspiring to start a business after the issuance of Resolution 68? How should they act to realize the dream of building a prosperous and strong Viet Nam through the private economic path?

    Dang Hong Anh: Resolution 68 is not only a macroeconomic directive but also a powerful call to action for the entire Vietnamese entrepreneurial generation, especially young people who are dreaming of launching startups. The message of the Resolution is clear: be pioneers in innovation, create value, and break through to lead Viet Nam into an era of strength and prosperity.

    The startup path is also a path to national development that our generation has the opportunity to pursue. You are the ones expected to turn Viet Nam’s aspirations for strength and prosperity into reality in the coming decades.

    To achieve that, each young person must equip themselves with solid knowledge and skills. Keep learning, seek out new ideas, master science, technology, and foreign languages to confidently integrate into the world. Dare to dream big and pursue that dream to the end. Entrepreneurship will inevitably have difficulties and even failures, but each failure will teach you valuable lessons. What matters most is to always maintain your faith, perseverance, and drive for progress.

    At the same time, nurture a sense of responsibility to the community and the nation. Do business with integrity, aligning national interests with business interests. When you start a business with patriotism and a desire to contribute, you will gain greater strength to overcome all challenges.

    Additionally, young people should actively connect, collaborate, and share within the entrepreneurial community by joining networks and startup clubs such as the Viet Nam Young Entrepreneurs Association to learn from predecessors and support each other in development. The strength of unity and cooperation will help you go farther than going alone. Let us, the young entrepreneurs, build a connected, creative startup ecosystem full of solidarity and mutual support.

    I firmly believe that with their passion, courage, and intelligence, the youth of Viet Nam, including young entrepreneurs, will successfully realize the dream of building a prosperous and powerful nation.
